SSEN Transmission Digital Services Framework
We've created an informative session to support potential bidders interested in the upcoming SSEN Transmission IT Framework, which will be contracted under SSE Services plc and is expected to be published on 23rd June.
The framework will cover six distinct lots, each playing a critical role in the delivery of T3 and potentially extending into the T4 programme. The procurement will follow a two-stage process via an Open Framework, using the Competitive Flexible Procedure as set out in PA23.

Scottish Hydro Electric Transmission Plc (SHET) trading as SSEN Transmission has identified a requirement to establish a Framework to maintain a dedicated pool of suppliers to support the successful delivery of our T3 programme. SSEN Transmission’s RIIO-T3 Business Plan outlines our strategic approach to transforming the electricity grid through digital innovation.
SSEN Transmission’s primary role is to provide a safe and reliable supply of electricity to the communities we serve. We also play a critical role in the transition to a low carbon future, developing, building, maintaining, and operating a network for Net Zero. The total generation capacity connected to the network will double from the current capacity of 12.8GW to 24.8GW to the end of RIIO-T3 which will result in an increase of an average 48% increase in assets over all lead classes during RIIO-T3.
We have a clear vision and roadmap for our IT investments during the RIIO-T3 period, aligned to five strategic investment themes:
- World Class Asset Management
- Enabling Network Growth
- Data Driven
- Brilliant Basics (BB)
- Enhance, Exploit and Optimise (EEO)
Our Investment Themes will be mapped to the following lots:

Lot 5: Strategic Advisory & Consultancy (Supporting the whole portfolio)

Our requirement is not only for T3 initiatives but also the capacity to manage Business- As-Usual (BAU) demands (if required), such as capacity augmentation and backfill requirements thus allowing resources to focus effectively on supporting project delivery. The Framework will be led by SHET however be accessible to all business units, considering appropriate business separation rules.
