Stage 1: Project Assessment: (Completed)
During the Project Assessment stage, we’re committed to evaluating potential project strategies. At this stage, we provide information about the proposed project plans on our website for stakeholders to review and provide feedback on, as well as holding in-person events within the local community demonstrating our collaborative approach to the project's development.

Stage 2: Early Development: (Completed)
During Early Development, we concentrate on refining the project details, based on our initial assessment of key environmental, technical, and economic factors to identify the best performing approach. We would like to gain further input from communities through accessible in-person and in some cases online consultations, which are crucial in refining our plans and strategies before advancing to the application stage.

Stage 3: Project Refinement: (In progress)
The Project Refinement stage is where we finalise project plans and submit the required planning applications to the relevant planning authorities. Communities and other key stakeholders can provide feedback directly to the appropriate body such as their local council and constituent representatives.

Stage 4: Construction Phase:
Within the construction phase we mobilise our workforce, contractors, and necessary equipment to begin construction. We maintain open channels of communication, allowing communities and stakeholders to submit feedback on the construction activities to our dedicated Community Liaison Managers, ensuring ongoing engagement to any thoughts or concerns while we carry out work in the area.

Stage 5: Operational Phase:
At this final stage, the project successfully moves into the operational phase, with the surrounding environment restored to its original state or better. Our Community Liaison Mangers continue to be available to address any questions or concerns, ensuring a lasting positive impact and strong community relations even after the construction activities conclude.
About the Project
The Dunoon Overhead Line Rebuild Project is replacing the existing overhead line, which connects Dunoon to the wider national grid.
The double circuit 132kV overhead line crosses from Scottish Power Energy Networks licenced area to our operational area as it crosses Loch Long from Garelochhead. As part of the rebuild project, we are also proposing to reconductor (replace the wires which carry current on the line) this part of the line and maintain the existing towers at either side of the crossing.
The main project elements are:
- Construction of a new 132kV overhead line from the existing Loch Long crossing to Dunoon Grid Supply Point, located near Sandbank
- Reconductoring of the Loch Long crossing
- Decommissioning/removal of the existing 132kV overhead line
- Associated tie in works at Dunoon Substation will also be required
Why is the Project Required?
The existing overhead line is supported by an old design suite of metal lattice towers (often referred to as pylons) which are coming toward the end of their operational life.
Through studies looking at reconducting the line, we have established a requirement to rebuild the overhead line with different support structures to ensure security of supply.
During the rebuild of the replacement overhead line, we will still require to maintain supply to Dunoon, and so we will required to rebuild the overhead line on an alternative alignment to the existing. As such, we will require a new Section 37 consent from the Energy Consents Unit of the Scottish Government.
Community Engagement
Throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing a project and we want to understand what local people think about our plans.
We endeavour to take the time to discuss our proposals with local community councils and the wider affected community and to carry out engagement at key stages, listening to feedback before finalising project plans.
November 2020 marked the beginning of our public consultation process for these works with our initial virtual consultation. In August 2021, we presented further refined proposals sharing our preferred route and seeking further feedback.
Pre-application information events regarding our application took place in August and December 2022. The project team presented to local stakeholders the proposed alignment for the project and were on hand to answer any questions, as well as address issues or concerns that were brought to their attention.
Section 37 Application Submission Update
SSEN Transmission have now submitted their application for consent under Section 37 of The Electricity Act 1989, to install a 132 kV overhead electric line between Dunoon 132/33 kV Substation and existing Tower 15, west of the Loch Long Overhead line (OHL) crossing. Following completion of the Dunoon 132kV OHL Rebuild, the existing 132 kV OHL would be dismantled and removed.
In summary, the Proposed Development comprises of the following:
- The installation and operation of approximately 18 km of a replacement double circuit steel structure 132 kV overhead line between the existing Dunoon substation and existing Tower 15 to the west of the Loch Long crossing; and
- The erection and operation of temporary single circuit wood pole 132 kV OHL diversions, to facilitate safe erection of the replacement OHL close to, or on the existing OHL alignment.
Deemed planning consent is also sought within the application for ancillary works to facilitate the construction and maintenance of the OHL, including:
- The formation of access tracks (permanent, temporary, and upgrades to existing tracks) and the installation of bridges and culverts to facilitate access;
- The upgrade of existing, or creation of new, bellmouths at public road access points;
- Working areas around infrastructure to facilitate construction;
- Formation of flat areas from which the conductor will be pulled during construction, which will contain earthed metal working surfaces referred to as Equipotential Zones (EPZs);
- Formation of temporary works compounds and work areas from which the helicopter operations can be safely operated;
- Tree felling and vegetation clearance to facilitate construction and operation of the Proposed Development;
- Measures to protect road and water crossings during construction (e.g. scaffolding); and
- Works at the existing 132/33 kV Dunoon Substation to facilitate connection of the proposed replacement OHL.

A copy of the application, with a plan showing the land to which it relates, together with a copy of the EIA Report discussing the Company’s proposals in more detail and presenting an analysis of the environmental implications, is available for public inspection, free of charge on the application website or on the Scottish Government Energy Consents website under application reference ECU00003430.
The EIA Report is available for public inspection in person, free of charge at: Dunoon Library, Queens Hall, 9 Argyll Street, Dunoon PA23 7HH. The opening hours are Tuesday and Wednesday 9.30am till 4.30pm, Thursday 9.30am till 6.30pm, Friday and Saturday 9.30am till 1.00pm. In Addition, it will be also be available Loch Lomond and the National Park Authority Headquarters, Carrochan, Carrochan Rd, Balloch, Alexandria, G83 8EG. The opening Hours are Monday to Friday 9.00am till 4.30pm. Copies of the EIA Report may be obtained from Scottish Hydro Electric Transmission plc (Tel: 01463 728 047 / email: dan.thomas@sse.com ) at a cost of £800 for a hard copy and free of charge on a DVD/CD or USB. Copies of a Non-Technical Summary are available free of charge.
Any representations on the application may be submitted to Scottish Ministers via the Energy Consents Unit website using reference ECU00003430 by email to the Scottish Government, Energy Consents Unit mailbox at representations@gov.scot; or by post to the Scottish Government, Energy Consents Unit, 4th Floor, 5 Atlantic Quay, 150 Broomielaw, Glasgow, G2 8LU, identifying the proposal and specifying the grounds for representation. Please note that there may be a delay in the ECU receiving representations by post. Written or emailed representations should be dated, clearly stating the name (in block capitals) and full postal address of those making representations. Representations made by email should also include the full return email address of those making representations. Only representations sent by email to representations@gov.scot will receive acknowledgement. Please note that the application reference number must be clearly stated in the representation.
All representations should be made such that they are received by Scottish Ministers not later than 21st June 2023 although Scottish Ministers may consider representations received after this date. Any subsequent additional information which is submitted by the developer will be subject to further public notice in this manner, and representations on such information will be accepted as per this notice.
As a result of a statutory objection from the relevant planning authority, or where Scottish Ministers decide to exercise their discretion to do so, Scottish Ministers can also cause a public inquiry to be held. Following examination of the environmental information, Scottish Ministers will determine the application for consent in one of two ways:
- Consent the proposal with or without conditions attached; or
- Reject the proposal.

Argyll and Kintyre project - Final Needs Case consultation
The GB electricity regulator Ofgem has provisionally approved SSEN Transmission’s proposals to upgrade the electricity transmission network in Argyll and Kintyre.
In its minded-to approve consultation on SSEN Transmission’s Final Needs Case, Ofgem has recognised the clear need for the Argyll and Kintyre Reinforcement Strategy, which will secure future electricity supplies in the area and enable the connection of new renewable electricity generation in the region. It will support the connection of at least 970MW of new renewable electricity generation, enough to power more than 500,000 homes.
As well as supporting the transition to net zero emissions, the investment will also help secure the country’s future energy independence by removing the country’s dependence and price exposure to volatile, global wholesale gas markets, with the deployment of low carbon, affordable, renewable electricity generation.The project will also unlock hundreds of skilled jobs throughout the construction phase and provide a significant economic boost to local and national economies, all while playing a key role in supporting the transition to net zero emissions and helping secure the country’s future energy independence.

Pre-planning application submission drop-in information sessionsSSEN Transmission would like to invite local stakeholders to our information sharing event on Tuesday the 30th and Wednesday the 31st of August at The Argyll Hotel in Dunoon, PA23 7NE from 2pm till 7pm For those that are unable to attend our in person events, we have organised a virtual event where our live instant messaging chat session with the project team will be held on Thursday the 1st of September 2022 from 5pm till 7pm. Alignment Virtual Consultation - August 2021 - Now Closed
Thank you for taking part in our August 2021 Virtual Consultation for our Dunoon 132kV overhead line rebuild project. This event consulted on the proposed alignment within the selected route corridor. This consultation is now closed and we are currently collating all feedback. Report on Consultation
This Report on Consultation documents the consultation process which has been undertaken for the project between November and December 2020. The programme of consultation was designed to engage with stakeholders including statutory and non-statutory consultees, local communities, landowners and individual residents in order to invite feedback on the rationale for and approach to, the selection of the Preferred RouteThe consultation process has confirmed that a combination of Route Options A2, B2 and C1 should be taken forward as the Proposed Route, within which further study will seek to identify alignment options. It is recognised that the Preferred Route runs through a sensitive environment with challenging terrain. However, the Preferred Route has been selected on the basis that it is considered to provide an optimum balance of environmental, technical and economic factors, and will become the Proposed Route taken forward to the alignment stage of this project.The project team are continuing to refine the project and will be consulting on Alignment Options later this year. -
Argyll and Bute Information Sharing Webinar
On Wednesday 17th March, SSEN Transmission hosted an Argyll and Bute Information Sharing Webinar, to provide local stakeholders with an interest in future electricity network plans for Argyll and Bute the chance to join us to hear about our stakeholder-led plans for the future and receive an update on the current construction and operation activities in the region. Virtual Public Consultation
SSEN Transmission launched a Virtual Consultation Exhibition to gain views and feedback on our proposals to replace the existing overhead transmission line between Dunoon Substation and Garelochhead, which connects Dunoon to the wider national grid. The virtual consultation exhibition was designed to be fully interactive, allowing for presentation of key project information and plans, as well as providing an opportunity to ask questions about the project. Visitors were able to engage directly with the project team, via a live text chat function, where they were able to ask any questions they had about the project and share their feedback on the current proposals. The project team were available for live chat sessions on: Tuesday 3rd November 2020 10am – 12.30pm 5pm – 7.30pm.

SSEN Transmission is responsible for maintaining and investing in the electricity transmission network in the north of Scotland and our network extends over a quarter of the UK’s land mass, crossing some of its most challenging terrain.
Our operating area is home to vast renewable energy resources, and this is being harnessed by wind, hydro and marine generation. Working closely with National Grid Electricity System Operator (the 'ESO'), we enable electricity generators to connect to the transmission system, allowing the electricity generated by them to be transported to areas of demand across the country. -
Following a minority stake sale which completed in November 2022, SSEN Transmission is now owned 75% by SSE plc and 25% by Ontario Teachers’ Pension Plan Board.
SSE plc sold its UK domestic electricity and gas retail business, along with domestic energy services to OVO Energy in January 2020 and no longer manages these customer accounts.

It’s the highest voltage electricity network in the UK – the ‘motorway network’ of the energy world. It transmits large quantities of electricity over long distances via wires carried on a system of mainly metal towers (pylons) and large substations. Transmission voltages in Scotland are 132kV, 275kV and 400kV. Larger generation schemes usually connect to the Transmission system.
The lower voltage parts of the system are called distribution networks. In Scotland, these local networks operate below 132kV whereas in England the distribution network includes 132kV.

As a stakeholder-led business, throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing new projects, we want to understand what local people think about our plans.
We always endeavour to take the time to discuss our proposals with local community councils and the wider affected community and to carry out engagement throughout each of the development stages, listening to feedback before finalising project plans. The feedback we receive is vital to help us develop proposals that reflect the views of a variety of stakeholder.
