Overview
Status: Construction Phase
Stage 4 of 5 complete — This is the stage where we mobilise our people, contractors and equipment. The project is well underway at this point.
About the Project
We are developing a significant number of projects in the north east and east coast of Scotland to strengthen the network serving the region and allow developers of onshore and offshore renewable electricity to connect.
The East Coast 400kV Upgrade is the second part of the phased onshore reinforcement on the East Coast, the first part is the East Coast 275kV Upgrade. These onshore reinforcements comprise works on existing infrastructure in both ours and Scottish Power Energy Networks (SPEN) area, with the majority of the works in our area.
The East Coast 400kV Upgrade comprises:
- Works at Blackhillock, Kintore, Fetteresso and Alyth Substations (these will be under separate projects)
- Reinsulation and reconductoring of overhead lines between Kintore, Fetteresso, Alyth and Kincardine (in SPENs area)
Corresponding works will be undertaken in a coordinated manner by SPEN in their licence area.
Why is the Project Required?
As part of our statutory and transmission licence obligations, we have a number of duties including:
- the development and maintenance of an efficient, coordinated and economical system of electricity transmission
- to facilitate competition in the supply and generation of electricity
- to ensure that the security of the network is maintained as the demand and/or generation connections change over time
We have a licence obligation to invest in our existing assets to maintain network health and condition. We also have a statutory duty under the Electricity Safety, Quality and Continuity Regulations 2002 to ensure that the electricity transmission network is fit for purpose.
Community Engagement
Throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing a proposal and we want to understand what local people think about our plans.
We endeavour to take the time to discuss proposals with local community councils, encourage engagement from the wider community and listen to the feedback we receive.
We will do our best to answer any questions and address issues or concerns that are raised with us.
When our project progresses into construction, we will continue working closely with the local community to ensure that our work has as little impact on the lives of those living and working in the area and as many long term positive effects as possible.
Project Updates

Road closures
As our Principal Contractor continues works on the East Coast 400kV OHL upgrade project, there is a requirement for localised lane closures on roads and/or full road closures along the OHL, in both Angus and Aberdeenshire council areas.
As these works are confirmed, traffic management maps detailing the closures will be made available from the project documentation section of this webpage.
We apologise for any inconvenience this may cause the local community and road users and thank you for your patience while access works are executed.

Public meeting
Our Principal Contractor Balfour Beatty have established their site compound off the B966 in the Edzell area and have been working on the towers in the Fetteresso area since February working north towards Kintore.
We are inviting members of the public and all interested parties from in and around Edzell and the surrounding area to attend a public meeting with SSEN Transmission and Balfour Beatty to find out more about the works involved and discuss traffic management and road closures in the area.

Site mobilisation
We anticipate the setup of the site compound to commence in the coming weeks, with works on accessing the towers in the Fetteresso area programmed to start from 13 February working north towards Kintore. It is expected that these works on the first circuit will be complete by July 2023, where we will then start on the second circuit and work back towards Fetteresso.
