Connecting Creag Dhubh Substation to the Dalmally-Windyhill line, powering the future and supporting renewable energy integration.
Overview
Status: Construction Phase
Stage 4 of 5
-
Stage 1: Project Assessment: (Completed)
During the Project Assessment stage, we’re committed to evaluating potential project strategies. At this stage, we provide information about the proposed project plans on our website for stakeholders to review and provide feedback on, as well as holding in-person events within the local community demonstrating our collaborative approach to the project's development.
-
Stage 2: Early Development: (Completed)
During Early Development, we concentrate on refining the project details, based on our initial assessment of key environmental, technical, and economic factors to identify the best performing approach. We would like to gain further input from communities through accessible in-person and in some cases online consultations, which are crucial in refining our plans and strategies before advancing to the application stage.
-
Stage 3: Project Refinement: (Completed)
The Project Refinement stage is where we finalise project plans and submit the required planning applications to the relevant planning authorities. Communities and other key stakeholders can provide feedback directly to the appropriate body such as their local council and constituent representatives.
-
Stage 4: Construction Phase: (In progress)
Within the construction phase we mobilise our workforce, contractors, and necessary equipment to begin construction. We maintain open channels of communication, allowing communities and stakeholders to submit feedback on the construction activities to our dedicated Community Liaison Managers, ensuring ongoing engagement to any thoughts or concerns while we carry out work in the area.
-
Stage 5: Operational Phase:
At this final stage, the project successfully moves into the operational phase, with the surrounding environment restored to its original state or better. Our Community Liaison Mangers continue to be available to address any questions or concerns, ensuring a lasting positive impact and strong community relations even after the construction activities conclude.
About the Project
This project consists of the construction of a new 275/132kV Gas Insulated Switchgear Substation at Creag Dhubh, with this connected from Creag Dhubh to the Scottish Power Transmission Dalmally – Windyhill 275kV Overhead Line via 13.5km of proprosed new 275kV double circuit steel tower Overhead Line.
Why is the Project Required?
The existing transmission network for Argyll was originally designed to serve a rural area with low demand for electricity. Requests from renewable generation developers to connect to the network in this area exceed the current capacity of the existing transmission network, meaning a new transmission circuit is required to meet demand from generation developers and ensure security of supply.

Community Engagement
Throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing a proposal and we want to understand what local people think about our plans.
We endeavour to take the time to discuss proposals with local community councils, encourage engagement from the wider community and listen to the feedback we receive.
We will do our best to answer any questions and address issues or concerns that are raised with us.
When our project progresses into construction, we will continue working closely with the local community to ensure that our work has as little impact on the lives of those living and working in the area and as many long term positive effects as possible.

How we’re embracing artificial intelligence (AI)
We intend to use AI to assist our experienced teams in the analysis of your feedback, so we can categorise key points raised more quickly. You can learn more about how we’re utilising AI on this dedicated web page.

Upcoming Transformer Deliveries to Creag Dhubh Substation
We’re preparing for the delivery of two large transformers to the Creag Dhubh substation site. These key pieces of equipment will arrive by ship into Clydebank and then be transported by road to the site.
Due to their exceptional size and weight, the deliveries will temporarily impact traffic on several routes, including the A82 and surrounding roads. We’re working closely with our delivery partners and Police Scotland to carefully plan the timing of these movements to minimise disruption and prioritise public safety.
At present, we expect the deliveries to take place towards the end of November/start of December. We will share confirmed dates and further details as soon as they are available.
Thank you for your patience and understanding as we carry out this essential work.

Creag Dhubh Substation – October Update
As part of our ongoing commitment to keeping the local community informed, we’re sharing the latest developments at the Creag Dhubh Substation site:
Upcoming Resurfacing Works
Further resurfacing works are scheduled for November at the entrance to our site. These works will be carried out by Argyll & Bute Council, and traffic management measures will be in place to ensure safety and minimise disruption.
Super Grid Transformer Deliveries
Over the coming months, our Super Grid Transformers will be delivered to site. These deliveries will require local road closures, which will be managed by our logistics partners Allelys and Hitachi. We will share further details on timings and routes via this page and our social media platforms, so please keep an eye out for updates.
Progress Within Substation Buildings
Works continue within both the 132kV and 275kV buildings in preparation for the installation of switchgear, as well as electrical containment and cabling. These activities are key milestones in the build-up to energisation and commissioning phases.
We appreciate the continued support and patience of the local community as we progress with this critical infrastructure project, which will help strengthen the electricity transmission network and support the integration of renewable energy across the region.

Project Update August 2025
We would like to update stakeholders that works on both 132kV and 275kV GIS Buildings are currently undergoing with the internal fit out taking place.
Traffic management is a priority just now as the upgrade works to the Bellmouth commences. A traffic convoy system will be used to help manage the flow of traffic whilst these works take place. We want to thank members of the community for their patience during this time and assure them that these works aren’t expected to last any longer than two weeks and should have minimal impact on the local community.
We are proud sponsors of the Dalmally village show this year and we will be taking a stand at the event. We look forward to meeting members of the public and providing them with information on this project and our other projects in Argyll.
If you have any questions regarding these activities, please do not hesitate to contact the project community liaison manager - caitlin.marini@sse.com -
Project update
We are pleased to update stakeholders that both 132kV and 275kV GIS Buildings are fully erected and have now commenced internal fit out works.
Concrete foundations are now in progress for the various pieces of equipment that surround the substation buildings before steelwork erection commences later this year. Works on the entrance to the site which adjoins the A819 are currently forecast for July 2025 will involve traffic management but works are not expected to last any longer than two weeks and should have minimal impact on the local community.
As you pass the site you may also see that the workers accommodation area has been put into place. This is to reduce the impact on local hotels and ensure that our workforce doesn't limit available rooms for local tourism.
If you have any questions regarding these activities, please do not hesitate to contact the project community liaison manager - caitlin.quinn@sse.com

Inveraray to Taynuilt overhead line tie-in to Creag Dhubh Substation consent granted
SSEN Transmission have received the news that the Inveraray to Taynuilt overhead line tie-in to Creag Dhubh Substation has been granted consent – meaning the full Argyll and Kintyre 275kV Reinforcement project has now been given approval to proceed.
This application was submitted in February 2023 to the Scottish Government's Energy Consents Unit, meaning it's taken close to two years for them to reach a decision. The project involves constructing a tie-in connection to Creag Dhubh Substation from the existing 132kV Inveraray to Taynuilt overhead line. This involves building two sections of overhead line to connect a circuit to the new substation at Creag Dhubh, which is currently under construction.
This is the final major consent associated with the Argyll and Kintyre 275kV Reinforcement Project. These works are required to enable the transportation of renewable energy generation from the Argyll peninsula to the wider electricity network and to provide network security in the area. It involves a series of projects to upgrade the capacity of the main transmission network across the region from 132kV to 275kV, with these upgrades crucial in enabling the growth in renewable energy across Argyll and ensuring security of the electricity supply in the region.

SSEN Transmission is responsible for maintaining and investing in the electricity transmission network in the north of Scotland and our network extends over a quarter of the UK’s land mass, crossing some of its most challenging terrain.
Our operating area is home to vast renewable energy resources, and this is being harnessed by wind, hydro and marine generation. Working closely with National Grid Electricity System Operator (the 'ESO'), we enable electricity generators to connect to the transmission system, allowing the electricity generated by them to be transported to areas of demand across the country. -
Following a minority stake sale which completed in November 2022, SSEN Transmission is now owned 75% by SSE plc and 25% by Ontario Teachers’ Pension Plan Board.
SSE plc sold its UK domestic electricity and gas retail business, along with domestic energy services to OVO Energy in January 2020 and no longer manages these customer accounts.
-
It’s the highest voltage electricity network in the UK – the ‘motorway network’ of the energy world. It transmits large quantities of electricity over long distances via wires carried on a system of mainly metal towers (pylons) and large substations. Transmission voltages in Scotland are 132kV, 275kV and 400kV. Larger generation schemes usually connect to the Transmission system.
The lower voltage parts of the system are called distribution networks. In Scotland, these local networks operate below 132kV whereas in England the distribution network includes 132kV.

As a stakeholder-led business, throughout the life of our projects, we aim to work positively with local communities and keep people informed about what we are doing. This is particularly important when we are developing new projects, we want to understand what local people think about our plans.
We always endeavour to take the time to discuss our proposals with local community councils and the wider affected community and to carry out engagement throughout each of the development stages, listening to feedback before finalising project plans. The feedback we receive is vital to help us develop proposals that reflect the views of a variety of stakeholder.
